		<description>&lt;p&gt;Those Civil War cases ruling against Lincoln pretty clearly delimit that the President (or Congress) can only suspend &lt;em&gt;habeas&lt;/em&gt; during a war, when the detainees are IN THE War Zone. Once they have been secured in an area beyond the combat, and reachable by the Federal Courts &lt;em&gt;habeas&lt;/em&gt; applies. It’d take a Constitutional amendment to alter that.&lt;/p&gt;</description>
