Only if it was a conspiracy.

A person with impeccable credentials explained to me last year that impeachment didn’t poll well with public, giving members of Congress great pause. Add the consideration that launching impeachment investigation could hurt Congressional races and no one member save for Kucinich might have had the moxie to do something — without consulting/conspiring with others.
