It sounds from the ADN coverage like this TrooperGate report–if it is released today–will be a Friday evening document dump for us lower 48ers. Lyda Green has stuck her head out of the meeting twice to tell everyone it’ll be a long wait.
Senate President Lyda Green, a Wasilla Republican, and Rep. Peggy Wilson of Wrangell said the session is moving slowly.
How slow? Wilson was asked.
"Slooowwww," she said.
And later:
Update 11:50 p.m.: It may be a while. Green just stepped outside again and reports they’re now on page 20 of the 200-plus page document.
(As a reminder, 11:50 AM–the PM was a typo–is 3:50 ET; there has been an update since saying it’ll be at least another hour before the meeting is done.)
Meanwhile, the McCain team has taken a page from the Brooks Brother riots in 2000, and had a bunch of volunteers dressed as clowns show up outside the meeting to insinuate that this–rather than the report written by McCain’s own campaign staffers–is a kangaroo court.
Understand what they’re trying to achieve. The legislative council that first authorized this report must vote to release it. That means at least four of the 10 Republicans on the council (there are 4 Dems) must vote to release the report. That, I suspect, is the reason the meeting is taking so long: everyone in there knows this will be released eventually, so I suspect Republicans are really challenging the quality of Branchflower’s report, while weighing the long-term impact of punting a report that shows clear abuse of power (if, in fact it does) until after the election.
In the meantime, I wanted to point out one more tidbit from last night’s NYT story.
First, there’s the evidence that the Palins continued to obsess over Mike Wooten, even after they ousted Monegan. They actually brought up Wooten during Kopp’s job interview!!
Nor did that interest end with Mr. Monegan, the examination shows. His successor, Chuck Kopp, recalled that in an exploratory phone call and then a job interview, Ms. Palin’s aides mentioned the governor’s concerns about Mr. Wooten. None of the 280 other troopers were discussed, Mr. Kopp said.

Mr. Monegan’s successor, Mr. Kopp, said that when the trooper came up in his pre-employment conversations with Palin aides, “it was raised within the context of one of the things that I needed to be aware of, but there was no direction to take any job action.”
During his first week on the job, Mr. Kopp received a call from Mr. Nizich. Mr. Wooten, in uniform, had shown up at the governor’s picnic, which is open to the public. “Is there anything you can do?” Mr. Nizich asked, explaining that the Palins were concerned about his presence.
Mr. Wooten was told to leave the area.
As with Monegan, Sarah didn’t explicitly tell Kopp to fire Wooten. But keep in mind, unlike Monegan, Kopp got $10,000 severance for his two weeks of service in the job–sort of makes you wonder whether Branchflower interviewed Kopp under oath. Whatever Kopp said to Branchflower, though, it tends to support the notion that the Palins were focused on Wooten when they were replacing Monegan.
Finally, while we’re waiting, I wanted to point out the two details we have about the report so far (besides that it is long). First, it has a lot of detail but fairly evident conclusions:
[Kim] Elton agreed with Wilson [who said she hadn't gotten through it all yet], telling her he could have spent four days on the report himself. But Elton added that he was able in just a few hours to get the gist of Branchflower’s findings and recommendations.
And this joke from one of the legislators suggests there may be individual, very interesting pieces of evidence (or may not).
Before the meeting, we rode the elevator with Rep. David Guttenberg.
‘What’s the headline?’ Wes asked.
‘Page 97, appendix B’ he said.
Both Elton and Guttenberg are Democrats, so they presumably have an incentive to get this report out.
As an outsider, I don’t really know–but I’m guessing these folks are taking the time to make the right decision.

They do seem to be trying to do the right thing up there, with a few exceptions (i.e., the R’s that sued to kill the investigation).
I think everyone knows that this thing smells bad. If I were going to put down cash on it, I’d say it’s going to be held until after 11/4 – which is bad for democracy yes, but smells like a coverup.
I don’t see a positive way for R’s to spin this either way.
I’m sure it does–that’s why Branchflower subpoenaed Murlene Wilkes, after all, because he thought she didn’t tell the truth when he interviewed her not under oath.
One of the more conservative Republicans–one of the ones that voted against subpoenas–has already floated only releasing those aspects that pertain directly to Monegan’s firing. So he may recognize more danger for Palin in that–and may try to squelch that part of the report. Though, I suspect if he’s speaking in that language, he recognizes that the report is going to have to come out.
Well, it’s not 4 reps flipping–it’s 4 reports sustaining their original vote, which was to do this investigation. Remember, it was unanimous when this thing started. So they question is, how many are flipped by McCain and Republican pressure in the other direction.
Still, I don’t think a lot of people are going to want to sit on a report if it shows clear abuse of power.
Keep in mind, too, that the Republicans may be stalling with their eye on the clocks on the East coast–trying to push any release out beyond 6PM.
Not that that would help, much, but it might keep whatever results BRanchflower gets off the Sunday shows.

I’d want it out for tonights news cycle, Wall St is going to dominate coverage. Markets will be closed tomorrow, it’ll hit with a bigger splash.
I think the entire report will be released, but some of the evidence will not be. The GOP in Alaska is not likely to try to cover for Palin, there’s talk of impeachment up there. She’s dog food after this election, maybe before. But I’m betting it won’t be released today, there’s a LOT there and even the Dems will support a delay if they haven’t made it through.

i dunno; if memory serves, there was a council meeting a few weeks back that one republican returned for it still in moose hunting gear in order to cast his vote. i believe that was a vote on whether or not the subpoenas should be issued, and the only way in which palin ‘won’ was that she was relieved of a subpoena.
and given that the legislature as a whole is solidly republican, just the fact that this investigation has gone this far is a remarkable thing. they may actually do what’s right here.

at the very least. reading as much as i have about how badly she uses and abuses people, even ‘friends’, i have no doubt she has a whole list of enemies.
In defense of my friend at the capitol hill data center, the breaker that blew was on the inside of the UPS system. The batteries and generators are on the other side. They wouldn’t have helped, there is simply too much equiptment trying to be served by the available power.

I’m guessing that the delay is that the GOP members in particular want to understand the report very well before they go out into the hallway.
The more damning the report, the more the GOP folks will want to be sure they understand it right — because if they are going to take down not just to governor of their state but the VP choice of their party, they damn well want to be able to properly explain why when they look into the cameras.
If I asked whether or not the McCain supporters were members of the Fools Guild, I guess I might have to wait for Terry Pratchett to show up for the answer.

I think that was the judiciary council, not the legislative (the council subbing for the full legislature) council. Plus there are others in the room, but I think it’s just the 14 who get to vote tonight.
Thanx much for the interesting scoop there. Although… of course if the power consumption had been planned in advance, then that problem wouldn’t have happened. You don’t set up your network so that it draws more power than there is, that is, assuming you want the network to function reliably. If you need more power to get the job done, then you pick up the phone and call an electrician to order a new circuit.
So… let’s say the TG report looks really really bad for Palin. What then? McCain/Lieberman? With a side of yet further incensed redneck base?
I suspect the day has gone like this:
Branchflower: I have found evidene of serious abuses of power and at least two potential crimes (extortion and perjury). In addition, there are the violations of state privacy laws and Todd’s inappropriate access to all of this. I recommend you release the report and refer those two crimes for prosecution and release the rest of the report for the full legislture to contemplate further action..
At that point, the Republicans COULDN’T vote to quash it–it’d kill them later. So they sit down, and try to stall (as one Republican was quoted as doing in the ADN report).
Republicans: We haven’t had time to read this. We need to sit on this for roughly 4 weeks.
Democrats and a few Republicans: No, we have an obligation to the state and to the American people to resolve this now.
Republicans: Okay, walk me through this line by line, I’m going to question all your assumptions.
And that’s how I suspect it went–that Republicans tried to undermine Branchflower’s argument, but that, eventually, enough of them will be convinced that 1) Branchflower has the goods, and 2) it’ll be career suicide if they don’t release it, so they will support the release.
My guess, anyway.
It probably doesn’t help Sarah that she’s only been in Juneau for two years. She doesn’t have a deep power base of her own in AK–so the biggest thing the Republicans are weighing is killing the national ticket.

I honestly don’t know. It might show abuse of power in the Palin Administration (her aides) and household (her Dude), but not her, in which case McCain might muddle through–if he throws her overboard he’s in trouble with ground game and the fundies, and there’s not a good fundie to replace her with.
And, frankly, with McCain’s poll numbers already in the tank, who would want to come on now? I mean, maybe he could help himself with someone like Kaybee Hutchison, but why would she do it?
And of those two years in Juneau, about 75% of one of them was spent either in Anchorage or at home with her per diem.
Your scenario sounds about right to me. I, too, think Branchflower’s got the goods here, and the GOP folks need time to sort out how they’re each going to deal with that personally. Trying to hold back the tide for Sarah and the First Dood is likely not high on their list, if it means taking on the mantle as obstructers of justice.

in each case, he paints himself into a corner where no matter what happens, he looks like an ass.
as you point out, he can’t win. palin’s abuses will drag down the ticket even more once this report comes out, but he can’t ditch her because he’ll then lose this maddog base that is so rabidly loyal to her.

I too like your spec scenario at 35, but with a couple of refinements:

Bladder and smoke breaks are so ubiquitous folks who specialize at the “process” of legislative committees – in both parties [Each of Rep Tom Davis R-Va and Rep Bailout Barney D-Mass is a zen master at this, to name two prominent sensei.]
First, it’s so commmon its like a rule that since 1980 a Republican legislator in this setting will claim or at least [and I find more often] broadly imply the exact opposite of the truth as to his or her state of preparedness. Thus, for example, one in possession of a detailed map and the coordinates each and every mine in the field will say: I haven’t had time to read it. Conversely, another who has had it analyzed by his staff or, as is likely here, some outside interested volunteer group, and is just concentrating on keeping the bottom line on the screen of his frontal lobe [This group is almost invariably made up of “he”s] will claim to be familiar with and “have serious concerns about” every detail down to punctuation and formatting.
The former group can more easily be worked via by enforcing a no-break rule, because as time goes or and the discussion grows more intense it’s very tough to avoid betraying the depth of your knowledge, so these folks will capitulate more readily [comparatively speaking].
Those in latter group though are more dependent on there being breaks, in order to have their understanding of particular points refreshed, but perhaps counter-intuitively less likely to cave because filibuster isn’t their fallback, it’s all they’ve got, and their own ignorance shields them from shame or any concern with missing vital pieces.
Exacerbating this scenario is that I’m figuring at least a few Republicans on the committee are very torn over Sarah, not so much by wanting her to win with McVain, but because they haven’t figured out yet how the various scenarios work best for the interests of their party, and more importantly their party’s backers, and most importantly their own future prospects. IE assuming an Obama win, a slow bleed over months and months might work better to kill off Sister Sarah.
I think the longer this takes the worse it must be. If it was minor and not well documented the R’s would figure on an easy spin and want to get it behind them. The waiting simply brings more attention, thus the negative contents must outway the increased anticipation being brought to bear.
She can stomp her feet as much as she wants to, but the press is obligated to ask follow-up questions. (What parts of it are wrong? Are you saying you’re not married to Todd Palin?) She doesn’t do too well with those.
I agree, however the denial of this type of narcisist, may be the reason she’s not really prepared here, or even on the ticket for that matter. I’ve got to think that she really believed and in fact told McCain’s folks that she hadn’t done a thing wrong and not to worry about it. Over the next few days they found out otherwise, but without her twisted perception of her own actions, she may never have been put on the ticket. There may very well be real pathology in play here.

Some say Rep. John Harris didn’t show up today, which means there are seven GOP and four Dems in the exec session. Green will vote for release. If she can convince one other GOP – most likely Carl Gatto, to go for release, the reort comes out. Otherwise, it will probably stay in limbo until after the next legislative session convenes in January.

Okay, I have two questions.
One, is Coghill there? he was blabbing to the press yesterday, actually implying he would only approve the parts of the report that pertained directly to Monegan’s firing, which suggests he would show. But ADN says he’s not–though they say Wilkins is.
I thought Dahlstrom was reported in some of the coverage, so I think she’s there, which would give us seven votes.
But then the question is do they need 8 to have a quorum (which makes sense–2/3 present) in which case 5 would be enough, and there’d be enough votes regardless of where Dahlstrom was. Or do they need 8 votes in favor?

i honestly think the secret service read them the riot act. the secret service has opened an investigation into milbank’s allegation that someone yelled ‘kill him’ at palin’s rally. they can’t be happy about it.
plus, the conservative punditry is just dumping on mccain for this, as much as they did for the palin pick. somehow i think davis and schmidt listen to that more than they watch the polls. at least they seem to respond more quickly to that than to polls.

I downloaded it – 2.0 mb. The four findings are on page 8:
1. She abused her executive power
2. She could fire Monegan
3. Harbor Adjustment handled Wooten’s workman’s comp claim legally
4. AK AG Colberg has not yet complied with the requirements of the Branchflower Commission’s needs.
The question though was not whether or not the comp claim was handled properly, we knew Wilkes had initially refused Palin’s requests, the question is whether or not Palin exerted inappropriate influence to attempt a different outcome.
A quick scan and I think the big news is that she abused power. There doesn’t seem to be any punishment in there. I only saw a few things about amending laws. Also, the AG of Alaska appears to have withheld her emails, a la Gonzo.
